Director/Head ECOWAS National Unit

The ECOWAS National Unit (ENU) is essentially the national coordination office that each ECOWAS Member State is required to establish within its Ministry of Foreign Affairs (or a designated government body). Its role is to serve as a liaison between the ECOWAS Commission and the national government, ensuring that decisions, programmes, and initiatives of ECOWAS are properly communicated, coordinated, and implemented at the national level.

The objectives of the ECOWAS National Unit are to ensure the:

a

Harmonization of the structure, the role, and the functions with a view to enhancing the performance of their mission and fulfilment of their mandate;

b

Standardization of the procedures and mode of operations

c

Establishment of the inter-institutional coordinating mechanism to enable an effective monitoring of the implementation of the ECOWAS programmes at the national level.

The Mission of the ECOWAS National Unit shall be to ensure that Member States fully participate in, and contribute to, the regional integration process to enable it to derive benefit from its Membership of ECOWAS

In fulfilling its mission, the National Unit shall promote ECOWAS activities in the State concerned. In that regard, it shall, among other things, be responsible for:

Associating and involving all national stakeholders at governmental (Ministries, Administrations etc.) and non-governmental (Non-State Actors, Private Sector, Civil Society etc.) levels in all integration and regional development matters;

II

Ensuring ECOWAS visibility at the national level and facilitating the ownership of regional programmes;

III

Serving as an interface between the aforementioned stakeholders and the various Community Institutions, in particular the ECOWAS Commission;

IV

Facilitating the inclusion of the regional dimension in the various national policies; and

V

Coordinating, facilitating, and ensuring the monitoring of the implementation of the ECOWAS programme at the national level under the supervision of the parent Ministry.

What is is the mandate of ECOWAS National Unit
In fulfilling its mission, the National Unit shall promote ECOWAS activities in the State concerned. In that regard, it shall, among other things, be responsible for:
  1. Associating and involving all national stakeholders at governmental (Ministries, Administrations etc.) and non-governmental (Non-State Actors, Private Sector, Civil Society etc.) levels in all integration and regional development matters;
  2. Ensuring ECOWAS visibility at the national level and facilitating the ownership of regional programmes;
  3. Serving as an interface between the aforementioned stakeholders and the various Community Institutions, in particular the ECOWAS Commission;

  1. Coordination – Works with the relevant Ministries, Departments, and Agencies (MDAs) to implement ECOWAS decisions and programmes.
  2. Communication – Serves as the official channel of communication between ECOWAS institutions and the Member State.
  3. Monitoring & Reporting – Tracks the country’s implementation of ECOWAS protocols, conventions, and projects, and reports progress or challenges back to the ECOWAS Commission.
  4. Logistics & Support – Facilitates participation of national delegations in ECOWAS meetings, workshops, and activities.
  5. Awareness & Integration – Promotes ECOWAS policies and programmes to ensure citizens and institutions are aware of regional integration initiatives.
  6. In Nigeria’s Case
    • The ECOWAS National Unit is domiciled in the Ministry of Foreign Affairs.
    • It works closely with the Permanent Mission of Nigeria to ECOWAS in Abuja and other MDAs like the Ministry of Finance, Trade, and Security agencies, depending on the subject matter.
    • It is Nigeria’s technical and administrative arm for ECOWAS matters.
